If so many people need a place to smoke, why not create a designated smoking area?

In Japan (Tokyo at least, idk about elsewhere)smoking is banned everywhere. Except designated smoking rooms. It's.... different.

Yes, now that you mention it I do recall smoking bars in Tokyo.
