Only four of the seventeen warthunder leaks have been about American equipment (and one manual for the export model of the F-15E (that IIRC was specifically the Saudi version? It was a whole thing at one point)).
It seems likely that this meme is a reference to how fucking notoriously US diplomatic staff in china absolutely cannot keep it in their pants (note that it's specifically about staff in china, we're the ones crossing the borders here). I dunno, this doesn't seem like "blaming foreigners" when it's such a problem there has to be a public policy to combat dipshit american diplomats falling for it.
