Seems like it wouldn't be insurmountable to make an ebay style app to compete.

Require in-car video recording.

Drivers set their service area
Since it doesn't cost jack shit to do the backend, the fees will mainly go to pay minimal operations, insurance and legal coverage and don't need to scale with the distance.
There's no reason that most of the fee structure can't go to the driver, eliminating the need for tipping.
