Had entire classes in college on how to do this for my wildlife conservation degree. This is essentially the core of our political system. This is how all legislation gets passed at the local levels.
Unfortunately, those of us who give a shit aren't the only ones doing this and the opposition plays the easy card by enabling their internal biases instead of trying to course correct them.
