You mentioned Google releasing equivalent features, but you didn't specifically mention their Extra dim settings. Just to be sure, of you search for dim in Settings, is Extra dim accidentally enabled anywhere? Maybe Adaptive brightness is causing problems as well? If none of those settings are enabled, maybe those old settings from Twilight are causing problems. But it would be odd to just start showing up now.
Both Extra Dim and Adaptive Brightness are off, sadly. I can't use adaptive brightness because the screen is usually too dark to read.
