People are going to use modlogs and ratings against the mods now.

That's what the modlog is really for.
Some of them deserve it.
But will the community ratings be public?
Perhaps ratings could only be counted by accounts not currently banned?
Yes. And must be a member of the community for a while. Not sure how long yet. It's currently 1 day but will probably change it to 1 week?
At minimum, but if the delay were a month that would probably still be fine.
