Yeah you can go ahead and Google that ice cream parlor scene from zootopia to see all the very clearly not water based ice cream.

Looks 100% water-based to me. Fixed frozen in a Popsicle shape, nothing creamy about it.

So the large scoops of ice cream in the trunk of the elephant was a pop cicle? Fixed and solid when he plopped it down into a bowl?
