Vulgarity, yelling and screaming actually were very useful in that situation and were perfect for the intended outcome, to be intimidating. I think that was the perfect choice for expressing how he felt and to get the result he wanted.

I think that your attitude towards communication is based off of an assumption that academic centric linguistics are inherently intellectually superior and appropriate for all social situations, and that by having this view you view yourself as intellectually superior to others who do not subscribe to that manner of speaking at all times, and enjoy passing judgement on others as inferior to you because they use the word fuck.
This is a narrow view of linguistics, social dynamics, politics and debate.
The primary goal of that man was to get those ICE agents away from those Hispanic looking people and to leave. These agents are unlikely to have their mind changed with calm, reasonable debate. In fact, these types of people view that style of communication as weak, and would have not been intimidated or moved to leave.
So, in that regard, yes, that was a master class of communication, because he used his words, and only his words, to get two armed people to not kidnap people off of the streets and leave.
A calm, intellectual debate would not have worked.
I suggest that you consider how you attitude is, frankly, a little classist, and narrow in scope.

I want every ICE agent to go home and cry themselves to sleep because everyone is mean to them, and dread going to work in the morning because everyone fucking hates them. They can choose to quit whenever they want and be happier afterwards.
That would be a fascinating thing to see, this guy as the 'bad cop' and then someone next to him being the 'good cop' saying things like 'You have all this training and experience. There are people out there who need your help. You could be out there helping them, saving families instead of tearing them apart. You could be someone's hero instead of the henchmen of a villain who uses you as a disposable, nameless distraction from his own crimes.' or something like that.

That's kind of silly, isn't it? ICE doesn't care about facts, logic, and rights. You could craft the perfect persuasive speech and it would mean nothing to them because they lack basic morals. But insults? They understand those, and they hate being disrespected.
