It's a huge stretch to say the picture posted by OP is a "clear picture of the dog." If that's the only evidence, then it doesn't sound like anyone has proof.
How much clearer do you need then multiple photos and three videos?
He has proof, the fact he doesn't prove it is in itself suspicious. He's either lying or rage baiting and I'm fairly certain he wasn't intending to rage bait.
I've only seen the image the OP shared, that's why I asked if there's more evidence.
There's three videos and multiple pictures, I'm at work but I'm quite sure you can riddle out how to Google the videos. If not I'll be home later and I'll link them.
