I'm wondering if there have been any notable cases historically where a criminal blackmailed a innocent person to confess to that criminals crime.

I assume they meant the criminal responsible for the crime, not just any criminal in uniform.

True but same point applies, for one the practice of planting evidence on suspects is routine in corrupt US police departments, where do those evidence plants come from then...?
