I have a mold issue in the basement which I believe is caused by water seeping in through number of cracks on the exterior:

Is this DIY repairable? Does it require a mason or could it be sealed with silicone?

That doesn't look terrible and you could definitely fill those in with come premixed concrete from your local hardware store. Just make sure to chip out any loose bits first.

Mold in basement is pretty common issue though because basements are always cooler from being underground. So investing in a dehumidifier would be as good idea, one that can drain out on it's own ideally so you won't have to empty it every other day.
