i think you're misunderstanding what the checks and columns on that page mean though. I'm on mobile though maybe you can see columns I can't but i'll defer to my firearm instructors interpretation of the system which matches everything at utah's site and the reciprocity map I linked.

I think you're the one misunderstanding, if you think the link or anything in my first comment is related to the reciprocity map. I'm talking about who is eligible to get the Utah permit; the map doesn't matter if you can't get it.

As I mentioned, this has the inherent assumption that the UT permit isn't worth getting if you've already got your own state's permit. There are a few exceptions (e.g., resident of some of the southern states traveling to Washington state), but if you already have your home permit then you'll be nearly as covered without the UT permit as with it.
