I vote we all just start rioting and make it look like the collapse is happening now so they all go into their bunkers, let me just pile up rocks by the door or something, and then maybe we can get on with things without these idiots interfering.
Honestly you could do a lot by just charging a high rate of tax on people who own homes but don't live in them. Encourage them to drop those properties back onto the market.
