That picture is horrible. What happened to it? They surely do not have differently colored skin patches.

It's definitely just some compression fuckery. The original isn't great quality but the hard transitions from one colour to another clearly aren't there https://www.bbc.co.uk/news/articles/c4gz2lln7pro
