The point is that "car drives into pedestrians" and "a vehicle struck several people" completely ignores the driver operating the vehicle.
I think it's so they don't focus on the attacker, because the public goes nuts after these things.
The public rightly so should go nuts at these kind of things. Cars are dangerous.
They would be going nuts on scapegoat minority, not a car.
Going nuts asking for better protections from cats.
