FIFA members should anounce that they will boycot Football World Cup event if USA does not guarantee respect and safety of the supporters that will travell in USA.
The US has Europe under its control for the most part. That's very likely to change in the future but for now they are dependent on the US military and other resources.

IIRC, that would backfire. FIFA doesn't help the economy of the countries that host, it's just a financial drain overall.
