France was a republic, UK and Italy were constitutional monarchies with minimal monarchial power, while the US, a latecomer to the war, was also a republic. One could also point to the provisional government of Russia in 1917 as a republic.

Well technically a republic, but they got overthrown by the Bolsheviks before they could actually hold elections.
