Who expected it to boost the dollar?

The tariffs are supposed to make US manufacturing more attractive. That meand investments in US factories and when it is done by foreign companies, that means those companies need USD. Hence a stronger USD. Also tariffs hurt other countries economies and the US is seen as a safe heaven. Hence evrn more USD investments.

That however would have required a sane tariff strategy.
