The guy’s other ink looks like decent quality work so my guess is that this possibly in honor or memory of someone but I could be wrong.

Maybe he drew that when he was a kid, and now he is a rock star.

And since I'm writing life stories about strangers, his grandpa lost an arm in a farming accident and his grandma became his "right hand man" and helped thresh the wheat and milk the goats after. She made a mean chicken and dumplings.

Right. People have no concept of what a tattoo means to someone. Most of them are for the person with the tattoo, not for other people to enjoy.
