Here's what a lot of people never heard.

Back before he became Governor, California had a great mental health system. Anyone who needed help could find a bed. Reagan decided cut costs by closing the hospitals. Pretty soon Cali had a big homeless problem, which was solved by hiring more cops and building more jails.

Worked so good he did it again.
