The lines in the Middle East, or any other post colonial area weren't drawn based on "who cares?" They were drawn on "how do we make sure this stays a mess?" In that sense the Roman approach differed. For they knew already that Scotland was an ungovernable mess at the time.
Ungovernable mess is a hell of a way to say resistant to foreign authoritarian central control.
