Rubber tire belted sections chunked to the maxim aggregate size one could ride over. Rubber can be recycled, but the belted embedded structure is the problem. Freeing as much rubber as possible from the belts would be a major innovation. Doing it passively would eliminate the expense issue for making it economically viable.
