The quote is from the documentation of Trump's 2019-07-25 phone call with Zelensky, modified to substitute "Germany" for "Ukraine"
A quick Google search of "Trump east Germany is Russian" didn't come up with anything other than stuff he said in 2018 about Germany depending on Russian energy
I too want to know, i wouldn't put it past him though
