Well, here's where it gets interesting because he pardoned the paramilitary to curry favors from them. Probably to be a twat like Duarte and have his goons be at his beck and all. But now he's made enemies of the police. So now we already have a splintering of violent factions which is just great for any and all civil unrest we might get ourselves into.
