Since the OP is definitely not going to stoop to answer a seemingly ridiculous question: No, this is in reference to the tendency for websites to say "we NEVER share your data, except with our 'partners'!", while these "partners" are all ad and tracking companies, and they number in the hundreds.

To give a more 'internet' answer: "Do you want it to be?"
