To be clear, the capitalist state needs more wage slaves. They freak out about population decline not because they want more friends but because the state is owned by capitalists and capitalism requires population growth to maintain profit growth.
Capitalists and their bribed mercenaries: "We shall maintian infinite profit and population growths on a planet that is finite like every other planet..... Works everytime 6% or 7% of the time!"
