We surrendered our singular gold fish because it poop too much. Our local pet center has great aquarium filtration.

We have a smaller, but still large fish tank. It has a dedicated pump filter thingy. This person seems to be using a number of sponge filters. I'm not this fish person of my household, but maybe it's an issue with ammonia. It's bouyant, so water quality might be better at the bottom.

Fish may appear weak and lay at the bottom of the tank.

Nah this doesnt look like distressed fish. They are probably sleeping. Our goldfish would always sleep in the same spots, and float next to each other line up kinda like this, usually in the corner of the tank. We also had a blind dojo loach who would decide to get a case of the zoomies and ram right into them and bowl them over like a reverse bowling alley.

Goldfish are super social. This looks like nap time to me.
