In the TNG episode Descent, Data tries to run a physically dangerous experiment and turn off the safety protocols, but this time the computer requires 2 officers to authorize it. I guess they finally got smart after a few years?
Or the ships computer doesn't see Data as an actual officer.

The answer is religious purposes, notably Klingon and presumably Jewish ceremonies with one being explained in the show and the other is me just assuming they probably don't have all the religious centers onboard but could generate any of them in the holodeck.
What Jewish holidays are we celebrating that require the holodeck be turned off??? Are we bringing Haman back for some reason?

A moyle which is traditionally done in Temple with family but many religions have done form of bloodletting or ritual combat/painful physical contact. Like say for instance they got a dude from that tribe in Africa that use those trippy ant filled reed gloves, the pain has to be real and the danger has to be real or they couldn't be considered a man. For any of these to work safeties would have to be off to accomplish them.
I'll stick with the pain sticks.
