Why is Israel in quotes?
Usually a reference to disputed lands. I've seen similar usage when talking in context of indigenous rights, e.g., "Native tribes in so-called 'California' are..."
Same reason you'll often see "Rhodesia" or "Manchukuo" in quotes.
