No state currently does. Very few have limits on the amount of catchment, the only one I know is Utah and the limit is 2500 gallons. Other states just say it can't be used for potable water
I assume rainwater collection problems usually occur on the municipal or county level.
I have never heard of one. I lived in one for a while that actually encouraged rainwater collection because it helps keep stormwater systems from overflowing during storms.
