His PC runs Ubuntu 24.04 and the mouse is a Razer Basilisk V3 35K. I tested it on my Ubuntu PC and it had the same problem.

yep, apparently that's the problem. Could it be that the monitor is gobbling up all that power? It's a 240Hz one so I wouldn't be surprised if that was the case, but I'm not unplugging a monitor lol
I'll consider investing in a powered USB hub.
