I don't know if this reverse psychology will work on elected officials, but what a great speech! The council folks may not be won over, but I would think audience members will notice. Increased attention like this has worked where I live, the officials in charge decided to not add in additional surveillance. The "top cop," however, used language that seemed to me indicate they would pursue this in the future.
