Context is critical: The phrase is not being used in a racist way here - osama is the name of a specific and notoriously vile person - and invoking it doesn't automatically make something racist. The assertion is that a particular individual is a bad person, but it says nothing about the group that person is a part of. Trump's goal is to imply an association with a particular race/nationality that racists are biased against, and by extension that obama must be bad because of that association. It's asserting that a specific person is a member of a group, and therefore that person must be bad.
