I wasn't out committing manslaughter at 19 so I guess it's hard for me to sympathize.
Most cultures treat you as an adult at 18, some as early as 14.

At 19 you were not a fully matured adult, I guarantee it. Even if you think you were, you still had a lot of mental maturing to do. Get the fuck off your high horse. This was a 19 year old.

At 19 you are incapable of properly assessing risk. Medically, clinically, not capable. The brain structures required haven't finished being built yet.
The realistic answer to the problem is that children shouldn't be given responsibility for multi-ton vehicles capable of such destruction when misused.
I was passing courses in Philosophy at 17. I wager a literal fucking caveman could understand "car go fast, very danger" but this dude did it anyways, likely more than just this time.
