There are some legitimate blocks in there to my understanding, the problem is they were/are mixed in with all the random "this hurts my feelings" blocks so it taints the whole thing
If there were opt in 'spammers' and 'trolls' lists it would be fine. The main problem is it being opt out and hidden, with it being a combination of those things plus 'people I don't like' being secondary.
And they're still adding to it.
It has more than just list of users, it also has random regex for message contents.
