So your problem isn't that someone might see gore that they weren't prepared for, but rather that the warning isn't placed before you even see a link to the site. What exactly is the problem here? Why do you think this shouldn't be allowed?

I actually do contest that it's gore. This is what you see when you open the website. Where's the gore?
If your concern is that there's gore in that there video, then good news, there's a huge unmissable warning at the start of it.

Show me the untagged gore. You can't, because there isn't any. I already screenshotted the website that that QR code links to and showed you. You could screenshot the movie that the website contains a link to, but that movie contains its own graphic content tag, so that doesn't count.
