In general, not nearly enough revenue to cover road maintenance. That user is correct, road maintenance is wildly expensive and at least in most of the USA use fees haven't kept pace with maintenance costs for many decades.
Our failing infrastructure is a symptom of desires to bomb brown people being chosen over making life better here.
Not road tax. It's a right hand drive car, so it's not in the US. Of the countries that drive on the left side of the road, the UK has a well known pot hole problem, so it's almost certainly from the UK, where there is no road tax, and pothole repairs come out of general taxation.
Not everyone lives in the US.
There's potholes in other places than the UK which is why people find this meme relatable.
What about singapore?

I mean because they have right hand driving and a road tax.
But not the potholes.
They get a lot from heavy rains.
