I'm pretty sure it was never named in Nolan's movies other than "sonar device" and a similar device exists in the comics but it's called Echo and that's post Nolan's movie.
Gotham is also just another name for NYC.
IIRC the movie uses sonar as an analogy, not the literal mechanism.
... the ... analagous literal mechanism would now be how WiFi itself can be used to map environments and movement within them, kinda like sonar.
