I assume most low income folks don't pay tickets at all, and the move is to incentivize them to pay half the price. But I rarely see this working. Time will tell, I just doubt they will release that data, we all know why. Here in my region, garbage collection is charged according to consumption. This unfortunately leads to lots of illegal dumping from "low income people", but honestly it's highly correlated with foreign ethnic groups. So the council introduced 10x reduction in price for whoever applied to this low income program. It's been running for 8 years now. 0 effects on illegal dumping. Some things are just cultural. Not everyone who lives in your community actually care about it. A lot prefer their "home" back in some backward stan or 3rd worlder city because their god told them they are superior and they shouldn't be ruled by infidels.
