My guess is after that space shuttle started for the first time, they got other problems as well... 🤣

And an airport! I was going to comment about that too, but then realized I have seen neighborhoods like that, nestled between a refinery and warehouses, or between an ababdoned steel mill and a river. I could only imagine what living next to a refinery does to one's health...
