I think theres a hierarchy(probably due to the patriarchy) where dick is the most nsfw for some reason. It basically goes like this male crotch>female crotch>boobs>no boobs. This make it very convenient for males cause they dont need to wear shirts but at the same time theyre the last ones to take off their pants. Tho i do think that being shirtless should be more normalized, and when something is normalized it doesnt cause problems. Thats why a random foot fetishist doesnt assault women on the street and if they do theyre only using it as some twisted excuse.
