Yes, I think it does. I'd like to know exactly where they measured the data and how. If they measured right at a section that goes from 50 to 25 then I'd like to know.
Location is not the same a method of monitoring. And nowhere does the speed limit drop to 25. At best it drops from 50 to 40 through school zones.
Ottawa hosts the data here, and specifies that the speed data was tracked at the same location as the speed cameras were.
The fact that its the same from pre, through installation, and then post means it doesn't actually matter where specifically recorded. Fact is the speed cameras worked in modifying behaviour, which has quickly been undone.
