It's telling people to Get Fucked. So it may be an Australian warning flag.
Why would a flag want to greet a fellow Aussie so warmly ?
Because we all know how hungry backhoes are for fibre cables. So if you are keeping yours on a diet you know where to not dig.
Really forward thinking of them to write it upside down on the end they poke through the earth!
