Yes but I do not see Churchil commanding it?

Because Britain has good PR. Even today, there are people in India who do not know about the Bengal famine or Churchill's role in the genocide!

Stalin, on the other hand, was hated by both his successors and most other countries. Again, many Indians do not know that Stalin and FDR tipped the balance in favour of the British agreeing to go away.

And India is a 'neutral' country, and one that greatly suffered under Britain and greatly benefitted from Soviet aid. So it is no surprise that Churchill's crimes have been whitewashed.
