Why would someone from a foreign country come to America right now? And if they did come, why would they go into the Belly of the Beast?
I don't think anyone should be coming here. I have a couple equaintances who are out of the country long term, and are naturalized citizens; they're pretty wary about coming back. They plan on dawdling outside the US as long as they can.
