...it doesn't count. They appear to propose bills with the intention of voting them out. Even popular bills lose with a 49-51 vote. They draw straws on who will join the Republicans to vote down popular initiatives.
"Rats, that one rogue Democrat foiled our plans."
It's consistently been a few key individuals each time. If you're too lazy to research congressional voting records, that's on you.
Booting Manchin, Sinema, and Fetterman from office would go a long way. Even further if you boot Schumer and Jeffries. Some of them have primaries this year.
But since you don't want to focus on the actual problem, and instead generalize it to the entire democratic party, then I guess we're just fucked and there's nothing anyone can do about it, and progressive dems should stop trying because they have an uphill battle and some butthurt lemmings think it's all performative anyway, right?
Or maybe you could support the initiatives that matter and do something to oppose the spoiler voters, instead of obfuscating for them by saying it's all by design and how the system is intended to work.
