No, most birds have a cloaca, which is a single sphincter that lets shit and baby-making stuff out. Sperm for males, eggs for females. When birds mate it's like a sloppy kiss with buttholes passing sperm from the male to the female. There are some birds with penises, about 3% of species. Ducks, geese, swans, ostriches, and emus are the more notable ones.
