You don't need a fake assassin. You just need to relax security a bit.
And having a president that is a master at making people hate him helps, too.
You know the assailant wasn't in on it because he's still alive. There's no way they'd let him live to talk otherwise.
You don't even have to. All you need is a guy running into lobby, doesn't even have to be armed.
I'm still trying to understand how he could get in the hotel with shotgun, handgun and knives, when the whole block was off limits. I guess you could hide handgun and knives, but you won't exactly fit a shotgun into a pocket.
