Germany could scale it back if domestic unrest about rising prices and the massive debt increases. Merz isn't a Putin puppet but he's still not opposing Trump in any meaningful way and is still trying to win back voters from the Putin puppet party AfD by copying their policies.

Often the devil you know and the devil they made up to keep you with them. In the US at least, people aren't educated on the subject at all outside of bad actors like the Soviet Union, North Korea etc. Red Vienna or any of the other current successful social democracies in Europe or Scandinavia? Never heard of them. Or worse, trained to believe it can't work here due to their racism.
