She isn't saying she won't vote Republican. She'll still vote Republican despite hating him. It's far more common than you might think, unfortunately.
"At least he's not a Democrat" is a phrase I have seen when a right winger gets vaguely unhappy with him.

Yup. I remember a long time ago a coworker asking if we can still be friends after telling me she was voting for Trump.
Me: Even after (insert shitty thing) you're still voting for him?
Her: It's more because my family is voting red, not really because I support him
